11.06.2010 – The Committee of Ministers of the Council of Europe concluded on 3 June 2010 its second special human rights meeting devoted to the supervision of the execution of the judgments of the European Court of Human Rights. The decisions adopted directly at the meeting in some 20 cases or groups of cases have just been published. One of the decisions relates execution supervision of judgment of the European Court in the case of Muradova against Azerbaijan.

European Court awarded EUR 16,000 (sixteen thousand euros) compensation to Uzbek national, Mr Shaig Garayev

10.06.2010. The applicant was born in 1981 in Bukhara, Uzbekistan and is currently detained in a remand facility in Baku awaiting extradition to Uzbekistan. He holds a valid Uzbek passport and is considered to be a national of Uzbekistan by both the Azerbaijani and Uzbek authorities. The applicant, however, also claims to be an Azerbaijani.

According to the Protocol the cases will be issued for the short period of time

In May 2004 the Council of Europe Committee of Ministers adopted Protocol No. 14 to the European Convention on Human Rights and Fundamental Freedoms. Its aim is to improve the efficiency of the Court and to reduce its workload as well as that of the Committee of Ministers of the Council of Europe, which supervises the execution of the judgments. The ultimate aim is to enable the Court to concentrate on those cases that raise important human rights issues.

The Members of the South Caucasus Network of Human Rights Defenders in Azerbaijan are concerned with the fact that the state body initiated criminal case against the advocate Muzaffar Bakhishov for his critical views.

The chairman of the Head Department on Fight against the Organised Crimes of the Ministry of Internal Affairs of Azerbaijan Republic filed criminal complaint against advocate Muzaffar Bakhishov to the district court. Bakhishov is accused in committing slander (defamation) under the Article 147.2 of the Criminal Code of Azerbaijan which considers three years of imprisonment among other punishments. Bakhishov gave interview to the newspaper “Azadlig” which was published in the article titled “The facts of torture are increasing very fast” in 4 May 2010.
